It has been explicitly explained several times that the room has certain rules that one must follow to make use of it. Nonetheless, these rules seem to change often, with most having been completely forgotten about by the timeDragon Ball Superwas released.The origins of the Room of Spirit and Time have never been explained, although it does not appear to have been discovered on Earth, asFrieza has found another similar room somewhere in Universe 7.

Nothing is known about their species, neither their name nor their home planet. What is more, fans of the series are not entirely certain about the Universe from which these beings originate, as they cannot have been born in different Universes and still be related.
