Summary
Since the success of the Amazon TV show, manyFalloutfans are revisiting the games, or even visiting some titles in the series for the first time. While more recent entries in the series such asFallout 76andFallout 4have had updatesintended to capitalize on this influx of players, some players have taken to revisiting the very first titles in the series, Black Isle Studios' isometricFalloutandFallout 2.
Redditormedalofhalotook to the r/Fallout subreddit following their first playthrough of 1998’sFallout 2and expressed theirhatred of one of Vault City’s First Citizens, Joanne Lynette, going as far as to call her the most “hateable character in the entire franchise”. While other commenters offered up their suggestions, with Myron and Jacoryn being notable mentions from the earlier games, there was a general consensus that Joanne was certainly one of the worst.

Every Fallout Game, Ranked Worst To Best
Fallout has come a long way since the wasteland was first debuted in 1998, and here is every mainline Fallout game ranked from worst to best.
Joanne Plays A Major Role In Fallout 2’s Vault City
Joanne’s Bigotry And Self-Righteousness Make Her One Of The Most Insufferable Fallout Characters
Joanne’s role as the First Citizen of Vault City puts her in a position of power where she can enforce the city’s underlying elitist and racist policieswith a strong hatred of outsiders, who she sees as inferior. Joanne’s beliefs were enforced by her privileged upbringing and how she grew up knowing she would become the future leader of Vault City, and upon getting to this position, Joanne’s power-trip only worsened, with her bigotry and self-righteousness making her one of the more insufferable characters in the game.
It also seems to be nearly impossible to reason with Joanne, as she is so steadfast in her beliefs thateven questioning Vault City’s policies or her decisions can result in an immediate evictionofFallout 2’s protagonist, The Chosen One, from the premises, regardless of whether players had previously obtained citizenship or not. As pointed out in the comments on medalofhalo’s post, Joanne’s attitude can get better toward players if they have become idolized by Vault City.

Surprisingly, if players beat the game with a low Intelligence level, Joanne actually goes as far as to hug the Chosen One if prompted in a bizarre change of character.
Considering how rich the world ofFalloutis, there are several devious characters that players interact with over the course of the series who certainly compete for the title of “most hatable”. Joanne Lynette certainly ranks among them simply because of how set in her ways she is, with her bigoted attitude to anyone outside of Vault City certainly making her extremely hard to be around.
